On april 6, 2023, at the Hai Hung regional State Reserve Department, the General Department of State Reserves coordinated with representatives from the Americas Department under the Ministry of Foreign Affairs of Vietnam, the International Cooperation Department under the Ministry of Finance, and the Embassy of the Republic of Cuba in Vietnam to hold a symbolic handover ceremony for 5,000 tons of rice as “a gift from the Communist Party, the Government, and the people of Vietnam to the Cuban people”.

Speaking at the ceremony, Mr. La Van Thinh, deputy director general of the General Department of State Reserves, stated that during Cuban Prime Minister Manuel Marrero Cruz’s visit to Vietnam in october 2022, Prime Minister Pham Minh Chinh announced the donation of 5,000 tons of rice under the name “a gift from the Communist Party, the Government, and the people of Vietnam to the Cuban people”.
Based on the assignment from the Prime Minister and the Ministry of Finance, the General Department of State Reserves assigned the Hai Hung regional State Reserve Department to release 5,000 tons of rice from storage and arrange transportation for delivery to Cuba. The shipment plan consists of four batches, each including 50 containers (equivalent to 1,250 tons of rice) transported from Hai Phong Port to Mariel Port, Cuba.
According to phytosanitary regulations in many countries, most agricultural commodities such as rice, coffee, cashew nuts, cassava chips, wheat, as well as other goods including handicrafts, wooden pallets, and wood products, are required to undergo treatment and be issued a fumigation certificate to prevent the occurrence of insects and harmful pests that may affect cargo quality and national biosafety.
Vietnam Fumigation Joint Stock Company (VFC) is currently the largest provider in the field of import-export cargo fumigation and preservation services. As an official member of IMFO – International Maritime Fumigation Organization, VFC has sufficient capacity to meet all customer requirements as well as perform the strictest phytosanitary treatment measures whenever requested by quarantine authorities.

During the execution of the above shipment, the northern branch of Vietnam Fumigation Joint Stock Company was assigned to handle container treatment procedures, including label placement, desiccant installation, and fumigation to ensure the quality of the donated rice shipments.


In may 2023, the final shipment under the plan will be inspected and accepted at Hai Phong Port, and the entire aid shipment is expected to arrive at Cuban ports in july 2023.
